Consular Information Please be advised that Honorary Consuls of the Republic of Lithuania residing in the consular district of the Consulate General have no authority to perform notary duties, issue visas or provide other consular services, except for providing general consular information. Honorary Consul General in California Mr. V.Čekanauskas, phone (805) 496 5324, has authority to accept documents for the issuance of passport and to perform related notary duties.

Exemption
issuance of visas to family members of European Union citizens or family members of the citizens of member states of the European Economic Area; issuance of visas to children under 6 years of age; issuance of visas to foreigners travelling once a year to visit the graves of their family members in the territory of the Republic of Lithuania on presentation of an officially certified document; issuance of visas to foreigners travelling to visit a seriously ill family member or a close relative on presentation of an officially certified document; issuance of visas to seriously ill foreigners or foreigners in need of emergency medical aid on presentation of documents issued by the relevant organisation and attesting to the urgent need for the persons concerned to enter the territory of the Republic of Lithuania (and foreigners accompanying them); issuance of visas to foreigners travelling to the funeral of a family member or a close relative on presentation of a document to this effect; issuance of visas to persons the rights of which have been restored under the Law on Rehabilitation of Persons Repressed for Resistance to Occupying Regimes (Valstybės Žinios No 14-386, 1990; Valstybės Žinios No 28-729, 1998) on presentation of a document to this effect; issuance of visas to persons of Lithuanian origin on presentation of certificates issued by the local communities of the World Lithuanian Community or by the officers of diplomatic missions or consular posts of the Republic of Lithuania in the format approved by the Ministry of Foreign Affairs of the Republic of Lithuania, and also to person who have presented a document attesting to the preservation of their right to the citizenship of the Republic of Lithuania as well as to family members of such persons; issuance of long-term visas (D) to foreigners who have arrived for pedagogical work in higher and college-level educational establishments, vocational and general education schools of the Republic of Lithuania; request and legalization of documents related to the enforcement of alimony payments; request and legalization various documents, issued by the court, for a pre-trial investigation of criminal acts or the examination of criminal cases in court (where such documents are requested by state institutions or citizens of those countries which have signed agreements on legal aid with the Republic of Lithuania and where this is stipulated in such agreements); consular services to protect the property of deceased crewmembers and passengers of seagoing vessels, aircraft and other means of transport of the Republic of Lithuania; consular services provided in respect of fishing and trading vessels as well as aircraft of the Republic of Lithuania, except for the execution of protests or equivalent documents; issuance of certificate of repatriation to persons who, for serious reasons (such as an accident, illness, having been a victim of a criminal act), cannot pay the consular fee on presentation of a document officially attesting to this effect; issuance of certificate of repatriation or passport of the Republic of Lithuania or its replacement, requesting related documents from competent institutions or bodies of the Republic of Lithuania or foreign states, or other consular services required to take a child left without parental care in a foreign state, who has been issued a document attesting to his citizenship of the Republic of Lithuania or whose parents (or an only parent) are citizens of the Republic of Lithuania, back to the Republic of Lithuania.
